The Independence or Otherwise of the Presidential Investigation Panel to be put to test today
The Presidential Investigation Panel investigating cases of Military Rights abuses will have a reality check today with regards to its independence or otherwise when it entertains the Memorandum of the Islamic Movement in Nigeria (IMN).
A major challenge will be the specific request to make an oral presentation at the Panel by the leader of IMN, Sheikh Ibraheem Zakzaky.
Sheikh Zakzaky’s house was invaded in December 2015 by the Military without provocation, resulting in the death of hundreds of people including his 3 sons, elder sister and a nephew. The Sheikh himself and the wife were fatally shot at and taken into custody without access to medical care or legal representation, and without charges for nearly two years now, despite a clear court judgement that both be released.
It is not clear how this panel will react to the request to make a presentation by the Sheikh. The Judicial Commission of Inquiry set up by the Kaduna State Government last year didn’t have the liver to allow him to make an appearance and they concluded without hearing from him.
Similarly, how the panel will react to the issue of mass grave dug by the Military with the help of Kaduna state government in which at least 347 people killed by the military were secretly buried even as the military denied the killings and existence of any mass grave will be closely observed by the international community. The Judicial Commission established that indeed a mass grave was dug by the military and their victims given a secret mass burial, but had no recommendations as to what to do about the mass grave.
All eyes are on the Panel today to see how these issues and many more will be handled.
